How can LOR authority be increased and the levy be made more “fair”?
Local Optional Revenue (LOR) has been frozen at $724 per pupil for over a decade; LOR levy equalization is disappearing with rising property values, and districts’ LOR tax rates vary wildly, creating disparate tax burdens to raise the same amount of revenue per pupil.
How can all school boards’ authority for LOR be increased annually at the rate of inflation and reduce the disparity in tax rates for classes of property across districts?
