Dr. Jeff K Horton

Horton led the financial turnaround of Minnesota’s GFW Public Schools, where he became superintendent in 2020 after a series of failed referendums, restoring trust by sharing the district’s story and engaging all members of the community. Dr. Horton also served as superintendent of SouthWest Metro Intermediate District 288, where he increased community engagement by 3,800% and reduced workflow timelines by 500% in just 8 months by leveraging innovative technology to amplify community voice in decision-making. He currently serves as the Superintendent of Rush City Public Schools and was named the 2026 National Superintendent of the Year by District Administration.
